I am not sure I understand your question so I will answer it in two ways.
During sex why do boys/men ejaculate prematurely?
Premature ejaculation is when ejaculation occurs before the person wishes it. Most cases of premature ejaculation do not have a clear cause. With sexual experience and age, men often learn to delay orgasm. Premature ejaculation may occur with a new partner. It may happen only in certain sexual situations or if it has been a long time since the last ejaculation.
Why do boys/men loose control when they are excited or in love ?
I do not think lack of self control is directly related to gender itself. Perhaps men are brought up in a different way from women or it is socially more acceptable for men to react differently. Some people may argue that men have higher testosterone levels that may influence impulsive and aggressive behavior but I believe men like women are both capable of controlling themselves.
I believe you mean to ask why is that men can’t control their sexual urges?
I can tell you as a man myself (and once a boy!) that it is not true that boys/men can’t control their sexual urge, but this fallacy for a perfect excuse to win sympathy so as to get what they want. How one manages their feelings is more a matter of discipline than science. There maybe exceptions where one is addicted to sex, in which case it is ill health and they should get medical help.
Boys/ men have been have found to have stronger sexual impulses/urges than females. This is not because they have weak self-control; everyone regardless of their gender (male or female) is able to have self-control. This means that everyone is able to stop themselves from doing something however much they are tempted to do it. It is just a matter of choice.
Using drugs /alcohol may impair ones judgement leading to loss of self control or disinhibition. This affects both males and females.
One example is in a court of law if someone is accused of rape(sex without consent from their partner/someone else or consent is obtained by force), attempted rape or sexual assault and there is evidence, this will be considered as a criminal offense. Their gender(e.g. being male) will not be used as an excuse for that behavior.
