Many factors may lead to ejaculation with no release of semen (dry orgasm). Here is a list of a few:
– having several orgasms in a short period of time leading to “running out” of semen;
– surgery, eg radical prostatectomy (removal of the prostate gland), cystectomy (removal of the bladder) leading to semen traveling backward into the bladder instead of forward out of the penis;
– Radiation therapy
– Nerve damage
– Medications, such as psychiatric drugs and medications for high blood pressure or an enlarged prostate
– Spinal cord injury
– Blocked sperm duct
– Hypogonadism (low testosterone)
Most of the time, dry orgasms aren’t a serious health issue.

I’m assuming that by dry orgasms you mean when a man doesn’t ejaculate (produce semen) during sexual intercourse. In younger men this can occur if they had in the recent past had repeated orgasms causing the genitals to temporarily run out of seminal fluid/semen.
It can be also due certain medications or health conditions(e.g. diabetes, prostate and bladder surgery) in older men.
It is advisable for one to be reviewed by a doctor(urologist) should they be concerned about any genital or urinary symptoms.
